force only during the period of military rule.

(b) is I think the proper course.

The only reason for

(c) is that it might be quicker, but I believe

that in fact it would take very nearly as long and I do not think that the urgency is extreme.

These people appear satisfied with their marriages and if the legislation is properly worded there will be no question as to the legitimacy of children born in the meantime.
